Question about moped/scooter!!!!!!!!!?

I am 15 at the moment, i want to get a moped in december (a month after i turn 16) i want to know whats the cheapest i can get a nice good working moped, and how long is the course of getting a moped license from begin to end. I want to be able to carry passengers as well. Also how much does the course cost INCLUDING buying a moped with helmet etc.. Thank You So Muchh
